AFGHAN REFUGEE ISSUE: LEGAL AND SECURITY DIMENSIONS OF REPATRIATION OF ILLEGAL AFGHAN MIGRANTS

on 3rd October 2023, Pakistan’s government via executive order of Apex Committee headed by
the care taker Prime Minister, decided to deport all illegal migrants, including unregistered Afghan
refugees from Pakistan. The Interior Minister explained the context of the decision later in a
press conference, where he claimed of having proof that Afghan nationals had been involved in
terror attacks in Pakistan. In Novemeber 2023, Balochistan’s caretaker Information Minister
claimed that six terrorists killed in recent Zhob attacks had Afghan IDs.1 He also said that 100,000
fake Computerised National Identity Cards (CNIC) held by migrants had been blocked in
Balochistan, and some 20,000 fake CNICs in Sindh.2
